I think we can look forward to this happening sometime soon. I've been expecting something like this for several years now. Can't remember which one, but one of the major insurance companies was running a pilot program that used this type of technology to help determine the customer's premium rates based on factors such as miles driven, roads driven, risk level of areas driven/parked in, speeds driven, etc.
I just wonder how off-road vehicles would fair in a system like this. I spend all weekend running trails, how does this impact the roads? Somehow I bet I'll get to pay a tax for the off-road miles I drove. Something like this could make me have a trail-only rig. No tax, no registration fees, no insurance,... Hmm!
How about other types of non-road use fuel? Lawn mowers, weed eaters, chain saws, ATVs, dirt bikes, tractors,... Right now I don't use enough fuel in my tractor to make it worth while to purchase a tank dedicated to off-road fuel for it. The savings in fuel tax would take a long time to pay for a tank.
Big brother is watching you, trying to figure out new ways to watch better, and working on new exciting ways to get into your wallet.
