She's pushing a "buyback" program for older cars, ostensibly to encourage owner with up to $2500 cash to trade in their polluter car for one that doesnt pollute as much.
 
There have been efforts like this in the past, but they turned into something that the automotive hobbyist would dread.  IIRC, Georgia nearly passed some rediculous thing a few years ago about forcing people to get new cars - some vehicle age limits and efforts to prevent people from being able to work on their own cars etc.  SEMA and others got involved and overturned it.  I think Japan has had restrictions like this for some time.....your vehicle gets to a certain age and its bye-bye.

It would be interesting to see what the environmental impact of building a new "green car" vs keeping your old car on the road.

The inspection standards in Germany were so high that it becomes very difficult to get a vehicle licensed after just a few years.  Japan is the same way.  It just becomes too expensive to maintain the vehicle per the inspection criteria.

I was in Germany last March and there were very few older vehicles (+5 years old) anywhere.
