Better carefully check your state laws. 
In CA vehicle of 15k or more GWVR is exempt from smog, but require engine replacement every 15 years or trip to scrap yard.

Allot of smaller owner/operators have already cut loads coming and going into California. I have been following this truck discrimination on Truckers Report forums.

The EPA is has also targeted the glider Kit industry and that will be ending soon. Gone will be the days of getting new/reman Detroit Series 60 and Cat engines in New trucks very soon.
